In-person Event

During this event, we launched our new country strategy for Indonesia, as part of our new organizational strategy. We highlighted key impacts we achieved in Indonesia as well as our new systems approach to improving public spending in women’s reproductive healthcare and water, sanitation and hygiene for coastal women. IBP Indonesia’s technical and community partners shared insights from their work on social audits, participatory mapping of service needs and targeted advocacy to help communities influence how government manages public resources for these key services. We also discussed how we are integrating an intersectional gender lens to assess how services are experienced by people with distinct identities and needs, including women with disabilities and other excluded groups.

Yuna Farhan

Country Director, Indonesia, International Budget Partnership

Yuna joined IBP as Country Manager for Indonesia in February 2019, coming from the Office of the President of Indonesia where he served under the Special Presidential Staff as Budget Specialist. Between 2008 and 2013, Yuna was the Secretary General of the Indonesia Forum for Budget Transparency (FITRA), where he provided strategic leadership and direction to the consortium of civil society organizations’ engagements in budget processes. Under his leadership, FITRA started making budget analysis an integral part of more sector specific advocacy work (e.g., HIV-AIDS, MDGs, health, poverty, education, and the like), and established a budget resource center to support civil society and other community groups undertake stronger budget analysis for advocacy. After his stint at FITRA, Yuna started his PhD at the University of Sydney, which he successfully completed in 2018.

Head of Advocacy and Awareness, Indonesian Association of Women with Disabilities (HWDI)

Rina Prasarani exemplifies resilience and advocacy as a blind woman, single mother, and disability rights activist. She also advocates for the rights of persons with disabilities, contributing to transformative policies such as Indonesia’s ratification of the CRPD and Law No. 8 of 2016 on Persons with Disabilities. As 2nd Vice President of the Indonesian Association of Women with Disability (HWDI) for Advocacy and Awareness Raising, Rina has advanced disability-inclusive policies, emphasizing equitable resource allocation and the inclusion of women with disabilities in decision-making. Supported by the International Budget Partnership, she promotes disability-inclusive budgeting and addresses systemic barriers, particularly health and governance, to ensure no one is left behind. Her leadership and tireless efforts drive systemic change, empower individuals, and embody the vision of inclusivity championed by the SPARK program.

Donny Setiawan

Program Manager, Indonesia, International Budget Partnership

Donny Setiawan, is the IBP’s Senior Program Officer for Indonesia. Prior to joining IBP in September 2019, he was the Executive Director/Secretary General of INISIATIF in 2009-2019. Under his leadership, INISIATIF grew up as one of the prestigious NGO who work on budget in Indonesia. He was actively engaged in many campaign activities on the issues of better public services, participatory planning and budgeting, budget transparency and accountability, freedom of information, and civic right. He also has many experiences in conducting research and advocacy on public policy and budget issues for various sectors (e.g., health, education, water and sanitation, natural resources, poverty, etc). He also has strong experiences working with local CSOs, national NGOs/CBOs, international NGOs, and government institutions.

His interest on social works began when he was a student at the Department of Architecture, Bandung Institute of Technology. At that time, he was co-founder of a student group that focus on participatory planning and urban poor issues. His journey in social works continued when he was joined the Indonesian Partnership on Local Governance Initiatives (a program funded by the Ford Foundation) in 1999 and joined INISIATIF in 2002.

Donny holds Master’s degree in Urban and Regional Planning with thesis ‘The Influence of Land Access to the Welfare of Poor Farmers” at the School of Architecture, Planning, and Policy Development, Bandung Institute of Technology.
