2004 Pre-Budget Statement: “People’s Budget,” Recommendations and Contributions

This brief paper reflects on the voices of the poor in the budget formulation and execution stages through a pre-budget statement. It looks at the current levels of poverty in Zambia and puts an emphasis on the importance of civil society participation during the budget process to better serve public expenditure accountability goals.
