Budget Advocacy Strategies, Tools, Tactics, and Opportunities

Civil society organizations (CSOs) that seek to engage in budget processes to address problems, such as hunger, lack of access to HIV/AIDS treatment, or insufficient resources for education in remote areas, must identify the budget-related issues behind the problem, scan the political and policy environment, and take action. There are a variety of strategies and tools, as well as various opportunities and openings for advocacy, that CSOs might incorporate into their efforts to influence policies and, ultimately, outcomes.
