Engaging Different Actors and Levels of Government

Civil society organizations (CSOs) that seek to influence public budget policies (i.e., how revenues will be raised and spent across programs, sectors, and populations), processes, and institutions will have to engage decision makers in various levels of government and at various stages of the budget cycle. Here, we detail the role that each branch of government plays throughout the budget process and provide tips on how CSOs can engage government to achieve their advocacy objectives. We also provide an introduction to budget advocacy taking place at the subnational level of government.
