This paper proposes gender-responsive budgeting as an effective tool for monitoring the accountability of fiscal policy. Bakker first analyzes the relationship between budget and accountability in general, focusing on comprehensiveness, transparency, and credibility. Then, a more specific introduction to gender budgeting as both a technical and social process recognizes current efforts and necessary conditions for successful participation.
