Drafted for the World Conference on Disaster Reduction, this paper looks at the various facets of governance and provides insight into how good governance and effective resource allocation reduces disaster risk. It concludes by offering general recommendations on improving aspects of governance related to disaster risk reduction for national and local governments, the international community, civil society, and the private sector. The report stresses that the achievement of the recommendations depends on all institutions becoming more sensitive to participatory practices.
