National Budget 2006/07: Continuity Tinged with Change

This year’s budget envisages a small surplus for the coming financial year. However, a close look at how the Minister of Finance has achieved this surplus reveals a significant windfall in Southern African Customs Union (SACU) receipts, which has allowed both to balance the budget and increase spending without raising taxes. There are, however, signs that improvements in revenue collection are taking place.
