Advocates often face multiple problems. Problems are what people see firsthand, such as an increase in cholera cases. On the other hand, issues are related to the root causes of the problem, like the lack of effective health education programs or inadequate personal hygiene habits with respect to the spike in cholera. Identifying the issues behind the problem is one of the first steps to finding solutions.
