Sector Hearings in Kenya’s Budgeting Process: Approach and Principles

This document provides a brief overview of the role of sector hearings in Kenya’s budgeting process. Sector hearings are a key part of Kenya’s Medium Term Expenditure Framework which has been used in Kenya from the late 1990s. The primary objective of the MTEF process is to create better linkage between government policies, planning and budgeting. Secondly, it was introduced to increase fiscal discipline, political accountability and public participation in government budgeting.
