What’s Behind the Budget? Politics, Rights and Accountability in the Budget Process

This paper represents an effort to better understand public expenditure management as a political process, rather than a purely technical process. The paper argues that a rights perspective coupled with a sound understanding of the mechanics of public expenditure management can strengthen a pro-poor focus and outcomes in budget processes.
