Why Budgets Matter: the New Agenda of Public Expenditure Management

This paper provides an overview on contemporary budget theory and processes and the importance of best practices in their formulation and implementation, under the new paradigm of “Public Expenditure Management.” It also discusses the intersection of public expenditures and development aid with the goal of reducing poverty in developing countries.
